There are two things to try, get the removal tool RNAV.exe from the Symantec website and use it. Then try reinstalling 2003. The second one will work for sure, if you had 2002 installed before you installed 2003 and you still have the 2002 cd? If so install 2002, it will give you a new subscription. If you still want 2003, uninstall 2002, then reinstall 2003 and your problem is solved.

I had the similar problem. Try this. Remove NAV thru add and remove. After it is removed go to the C:/programs/Symantec and delete the folder. Reboot and reinstall. Post back with your results.

most likely you will have to call symantec customer support (541)335-7000 for help, rnav2003.exe won't remove the expiration status of your subscription. they wrote it so it installs an encrypted key.

I'll try the RNAV2003.exe too.
What I've done here in my office (and this works) is to uninstall norton, then dig it out of the registry, and re-install.

I'm sure RNAV2003.exe cleans the registry the same way only quicker.
