My pc starts when I switch on tv

My new pc runs with win xp and the last month started doing very weird things. some times when I turn on or off the lights or when I switch on my tv, my pc starts. The mouse is connected at the usb bus. Also I 've connected a scanner(USB) and a printer(not usb). Finally i've an internal modem ,a VGA connected with my tv , dvd, cdr and a ddr 256 at 266mhz. The case has 350 watt power supply. I guess that something is wrong with the power. I would like read any solution or assumption for the cause of this problem. Thanks in advance.

Wierd stuff..
Does the VGA card or the Motherboard have any wake settings in the bios? These can be used to turn on the PC from elsewhere. (e.g. when you turn your TV on)

chris is right, there are some power-on-wake settings in BIOS that may be causing it. disable them.

My Notebook will turn off when Ericsson T38 rings, the solution is either I change mobil phone or using different notebook.
