my pc restart again &again

Specs: Windows XP
it does not start in safe mode also. when i start in last known configuration option ,a window appeared having massage 'due to some hardware or Software Changes.' But I have changed nothing. but when i try to repair system with window xp cd ,same massage appeared.pls help me

It appears you have a hardware problem. It would help to list your complete system specs.

This applies to a desktop. You didn't say what you had.
If you have a friend with Windows XP (if they will allow) remove your hard drive
and attach it to their Windows XP as a slave and run Error Checking.

Error Checking- CD not needed
Start - my computer - right click local disk (C) - properties - Tools Tab -
Error checking section - Check now - check mark both boxes - Start -
This requires a restart to begin.

I've done this to get Windows XP working.
After you put it back into your computer you will need to clean it up.
Anti virus and malewarebyte.and CCleaner.

Click Start - Run (If you have a check mark for this in Start Properties)
Start - Run - type - sfc /scannow - OK
Don't forget the space between c and /
You will need the Recovery CD if any thing is found wrong.
Don't insert unless asked for.

Did you actually boot the computer from the XP CD and load the Recovery Console ?

As in,
- you booted the computer with the XP CD in a drive

- when you saw "Press any key to boot from CD" or similar while booting, you pressed a key to boot from the CD

- you pressed R at the first screen that appears after the initial files have loaded from the CD ?
