Usually when things do not get recognized by the computer that they are installed on is simply because the driver files have not been installed or properly installed. Even USB connected devices sometimes need manufacturer drivers installed for the device to be seen.. go to the manufacturer's website and look for FAQ's and driver downloads.

What type of computer? What type or model of mp4 player? What are the requirements of the mp4 player? Does it require an USB 2.0 port? Do you have it, if required? Are you connecting directly to the motherboard or you using a cable?
