With regards to your issue, did you make any hardware changes to the computer and when was the last time it worked. Any windows update after that? I would suggest you to update the chipset drivers of the motherboard of your computer by visiting the manufacturer's website.(like Intel or AMD). Updating it should enable or start the USB host controllers which in turn help USB ports detect devices.
