my dell laptop XP crash

My dell laptop couldn't start a couple days ago. Whenever power is turned on, I see only a blank screen with the following message:
"STOP C0000135 unable to lacate component. This application has failed to start because WINSRV was not found. Re-installing the application may fix this problem."
Anyone, please help me to fix the problem. I am not very familiar with the computer. Please guide me in detail how to solve my computer crash.

Try this link and download the file KB885523 it is a critical update from windows try this it should work
