my constantly rebooting problem

I have a computer that used to work fine but right now is constantly rebooting. It reboots right when it hits the login screen (even in safe mode). Therefore I can not take off automatic restart under system properties nor can I scan the drive for viruses. I am sure the rams are not the problem since I have swapped different ones in already. The cpu is not overheating at all (I have tons of fans and the cpu is barely at 60 degrees F). The video card may be at fault but I don't have any spare ones to test with. I have information on my hard drive that is very valuable and I am trying to get them out. At this point I am wondering whether this is a hardware or software problem. And can anyone suggest ways for me to fix this problem and how to get the information I need out.
ps: I know i can repair windows but I am timid that it somehow might corrupt some of the files I have on the harddrive.

check your power supply....a bad PSU will make it reboot

Last known good configuration did not work for me and also I did change into a 420 W power supply aleady. Sorry forgot to mention those. Anymore suggestions?
