My Computer won't TURN OFF

I had exactly the same problem. Right-click on My Computer, click Properties, click the Advanced tab. Under “Startup & Recovery,” click Settings. Under “System Failure,” uncheck the box in front of “System reboot.”
Disabling the “restart on system failure” feature may permit the exact cause to be isolated. There are probably some conflicting devices in your PC (at least thats what happen in mine). I upgrade the bios to correct it and no more errors.
