This can be due to anyone of a number of causes.

Try the following steps.

1. Turn Off Power and Remove Power Cable from the Case.

2. Disconnect the Power cable connector(s)from the Motherboard.

3. Identify the CMOS Jumper.

4. Remove the Jumper Cap from its current pins [Example Pins 2-3] and connect the first two pins (Pins 1 and 2).

5. After 10 seconds replace CMOS jumper to its original pin positions.

6. Reconnect Motheboard Power Cable connector(s)

7. Turn ON the Power switch and Turn on the Computer switch.

If it does not boot again:

1. Repeat steps 1 & 2 above.
2. Remove heat sink and fan
3.Reseat the Processor (CPU.)
4. Apply fresh coat of Thermal compound on the CPU.
5. Carefully install the Cooling system (Heat sink & Fan)
6. Connect CPU Fan to the Motherboard CPU Fan socket.
7. Reseat the RAMs

8. Repeat CMOS Jumper settings (steps 3-6)

9. Reconnect Computer Power cable to its case.
10. Turn Power ON/ and Restart PC

If the above fails, Check the Power Supply Unit with a tester or better still use a Different PSU that is known to work properly.

If PSU is ruled in to be good consider possibilities of a Bad Motherboard or Processor.

Try the Processor on a known good Motherboard or try the current motherboard with a Known good Processor.
Hope this helps.
