My computer wont reboot at all.

Specs: Windows XP
I have a Toshiba and just last month I had sat down to resatrt it and it did but it just gets to the windows welcome screen then this blue screen with a bunch of words comes up but goes away 3 seconds after so I dont get a chance to read whats exactly wrong.. So I opted to reboot everything...I put the CD in and it just wont do anything.
The CD says "Recovery and Applications/Drivers Satellite L30/L35" [it says i should press the "C" button to get it loading but it doesnt work for me ]
Turn on the computer as it starts up
it has 2 options: To press F2 to enter setup or F12 to enter multiboot selection
So I press 'f12 and I select start up with cd/dvd
then it says "Loading RAMDISK image" i let it load
but instead of telling how to continue the screen just stays black.

I may be doing something wrong here that I haven't figured out so please be kind enough to help me out. If any other info is needed please let me know.

Can you get into safe mode?

To get into safe mode tap F8 as the laptop is booting. If that works you will see an options screen displayed. You can try the "Restore to last known working configuration" option and see if that works.

When everything else fails, read the instructions.
