my computer keeps beeping and won't start

Specs: windows
i attempted to make a cell phone charger using a USB
drive and i believe i cut off the filter for how much is
being conducted to my phone and without thinking i
put it into my pc and now any time i try to turn it on
there's this beeping sound and the lights flash back
and forth then it's just a constant beep that wont stop
and the monitor just stays stuck on the "compaq"
"intel inside" and i think i might have damaged the
RAM but i'm not sure

You definitely damaged something...lol.

Describe the exact beep code...that's the key to your problem. Is it a constantly repeating beep-beep-beep? same tone & length? or is it a mix of short/long or high/low? Is there a repeating pattern such as 2-pause-3-pause-3-pause, then it repeats?

HP / Compaq BIOS beep codes

My guess is catastrophic failure. Probably fried the motherboard.

okay it beeps for 21 seconds with short beeps with about a
milisecond in between them after that it's just one single
constant beep same really high pitch tone and whenever it
beeps the drives for the cd and dvds flash and once the single
beep starts they stop flashing

YOU COULD TRY DISABLEING THE USB AND CROSS YOUR FINGERS THAT THE CURRENT FROM YOUR PHONE DID NOT GET PASSED IT IF USB IS ON A PCI TAKE IT OUT AND TRY IF ON BOARD GO INTO BIOS IF YOU CAN
