My computer is not working.

Specs: Windows XP, P4, 2.66GHz
When I am turning on the computer, it is showing a black screen with a blinking dash line on the left most corner and some time after it is taking automatic restart & the same problem is arising. My elder brother once tried to format the XP Software. But after pressing "ENTER" to boot from CD, it took restart again & again.....What do I do now?

The problem i may be with your CD/DVD,the CD\DVD is not burned properly try another bootable disc of windows XP,Windows 7 or any other operating system.

Go to BIOS see there is your HDD is present.If not press on "auto Detect"

Formatting erases the hard drive & sets up a file system to be used for installing an OS or for storage. If he successfully formatted, there's no OS to boot into.

List your complete specs or the make/model of your system. Are there any beeps at startup? Is anything displayed on the screen before the blinking cursor appears? Can you enter the BIOS? If you can, have you checked to see if the hard drive is being recognized?
