my computer has no start menu

Specs: Windows XP
my computer has no icons or start menu just the background. I've tried logging in under safe mode but even in that there is only a black screen with safe mode written in all four corners. I can do some things under task manager but cannot access my control panel. PLEASE HELP!!!!
p.s. I have nothing that has explorer.exe in my tasks is that the problem? and if it is how do i fix it. THANK YOU IN ADVANCE!!!

Thanks but none of these worked. As far as the task manager goes i have seven things running under svchost.exe what is this do you know? thanks for the help

then click 'New Task...' button,
then type
explorer.exe

I tried that but it doesn't come up i have no explorer.exe it says that the file could not be found.
