My Computer displaying wrong CPU speed

Specs: Windows XP
Ok, here is some thing interesting:
My CPU speed under the System Properties seems to be displaying wrong. It says that I have a 785Mhz processor, which is of course wrong. It should be 2.8Ghz.
When I use a program called CPUStabTest and look under System Properties it says 2.8Ghz, also when I use another Program it says I have 2.8Ghz as well.
It is not really a problem, my computer is not slow and it still runs alright, I just want to know what the heck is going on? Why does windows say that I only have 785Mhz when I have 2.8Ghz

I have AMD Athlon II X4 630 (Quad-Core)

Why 785mhz? When its idle cpu mult and reference clock are changed(down) u can disable cool n quite if u want to run cpu at full speed all the time.

Thank you for your answer; and it is indeed the cool and quite making it Display at 785Mhz, I found this out last night mindlessly reading through my Motherboard's user guide. I think I will keep the Cool and Quite on for now to save power seeing how is does not degrade performance any at this time.
And as the why 785Mhz I have no idea that is just what it says.
