Specs: Windows XP, ?
Lightning struck a tree in the yard and my computer was hooked up to a surge protector but it still went out. The power cord light is on when I try to plug it in and the is a clicking constant noise. Why wont it turn on? is it fried?

That constant clicking noise is something shorting out - or at the very least something is not quite right

The only thing I would reccomend checking is that all of the fuses are not blown - as that can happen when a surge occurs

Most "run-of-the-mill" surge protectors do not have effective clamping speeds, and thereby offer little-to-no protection, IMHO.

A lightning strike can damage anything in the area and it has no problem going through a power surge / power spike protection device and damaging your computer or anything connected to it.The computer doesn't even need to be on for it to have been damaged - it only needs to be plugged in - lightning can easily jump across switches that are off.

It sounds like your computer has been seriously damaged.
