When I scroll up and down a page ...the page has a sort of wave effect as it scrolls up and down kind of like a cascading effect rather then a smooth effect. I do I fix this? I am using Fire fox but this also occurs in IE...so its like this in both browsers. This is a new computer that I just got...my other computer was made by the same person. And It doesn't do this.

Sounds like you need to install your graphics driver in Device Manager. If that's already done, try this:
-In Firefox, go to Tools, Options, on click on the Advanced tab and under the Browsing section, check the boxes for both Autoscrolling and Smooth Scrolling
-In IE, go to Tools, Internet Options, Advanced tab, then go to the Browsing section and scroll down to the last check box that says Use Smooth Scrolling which is right above the HTTP 1.1 Settings so you don't get too lost in the numerous check boxes.
