My browser scrolling lags

My browser, whenever I scroll down it will just lag and go really slow its weird. Whats going on.

just a hunch if you have a mouse with scroll wheel it becomes dirty and sometimes cleaning it also helps.

No because I re-installed windows and thats win it started. And i dirty mouse would make the screen shake.
