my active desktop is gone

when i right click an empty space on my desktop to go to properties all i get is a general tab with the following--- protocol: File Protocol Type: HTML Document Connection: Not Encypted Address URL: file://C:\Windows\privacy_danger\index.htm size: Not available created: Not available modified: Not available
and a 'certificates' button that when clicked shows a message that says 'This type of document does not have a security certificate'
i am the only user of this pc that has this problem all the other users have their active desktops working properly.

Check internet explorer settings. may be u do that.. and check ur computer for Backdoor, or virus. may be some virus attached to the Html files in ur computer
