multiple users problem xp

My mom and Dad have win xp with 4 seperate desktop users. Whenever I go down and install anything on their machine, it only installs on the desktop I am on. I tried choosing all users, but that didnt seem to do the trick. Also if I go into explorer and try to drag a shortcut from one users desktop to the other, it lets me. But when I go to the other desktop, and click the shortcut, it basically wont let me access it. I once had my dad set as adminisrtator, but I believe they are all equal users now. So what gives?
