MSN Signup Error 175?

I am able to get on the internet just fine through a different isp, but was considering trying MSN 9 Dialup, but after attemping the install, I get the following error:
MSN Signup
We are unable to connect to the signup service and cannot continue. Either the signup servers are temporarily unavailable or you were disconnected from the internet. If you were disconnected, reconnect, and then restart this wizard.

Now I have gone backwards and forwards over this including talking to tech support which generally doesnt ever get you anywhere in the first place as they usually suggest the obvious and thats it. I have tried a myriad of different things to no avail and still keep having the same problem.
Any help would be greatly appreciated.

All I know is that 175 is a return code when an error occurs or failed to complete through to finish the last line 178 in a connection script. How are you connected to your ISP - Cable? DSL? Dialup?

I'm having the same issue with a Satellite connection(Direcway). MSN 9 was working on both my computers and on Monday 1/16, just stopped. I tried reinstalling, recovering from a system checkpoint and running sfc /scannow, but none of those worked. I'm running XP with SP2 and all the latest live updates.
