Do you have zonealarm or some type of privay service installed on your pc?
like Mcafee Security Suite? I know for a fact that Mcafee's Suite will stop MSN dead cold with its privacy service.
Best I can start with is goto the control panel, open "internet options" click on the privacy tab at the top and click the "default setting" box at the bottom and apply and exit.
more info is needed for a better responce to your problem.
