msiexec.exe problem

Hello, I'm tring to install my North Virus scanner Pro and I can't because there an missing file, it could be due to that my old os 2000 pro didn't have that file because it was an school copy, so I got xp version and now I have an problem, but I believe that 2000 had nothing to do with my problem.

Here's the error message:
the msiexec.exe file is linked to a missing export ms.dll;222

I can't find an website that would lead me to re-install my windows installer or files.

I would love if someone would help ,I need to get rid of this messager hacker that keeps popin up....
