Msiexec.exe is from windows installer... i seem to have one ALWAYS running, stopping me from installing anything new. in order to install stuff i have to find msiexec.exe via my computer, stop it in task manager, and quickly delete it from my computer before it starts up again. everytime i reboot it seems to come back... its getting annoying.

A while back it was proposed to reinstall the windows installer, but with msiexec.exe running, i cant install anything, and if i kill it, and try to reinstall, it installs fine, and on the next reboot, it happens again.

any questions ill answer

If at first you dont suceed in opening a computer, get a hammer and a chisel like i do...

Msiexec.exe is a legitimate component of XP. No one can really help you unless you give us more info such as error codes similar to what google found in the link below.

... apparently a rather belated followup - progress tends to be more rapid if you continue in the original post (and in a timely manner)

I'm not one of those who think Bill Gates is the devil. I simply suspect that if Microsoft ever met up with the devil, it wouldn't need an interpreter.
