msiExec.exe corrupt file

I recently got the upgrade to xp from windows 98 se. I only did an upgrade, and since I have found a lot of my drivers and some programs are not working, so I get all the major stuff working again, but now my CDR isn't working. I uninstalled the software and upon reinstalling it with the cd i get this error. msiexec.exe corrupt file

The file or directory \Program Files\Common files\adaptecshared\system\shortcut.INI is corrupt and unreadable. Please run the Chkdsk utiltiy. I went into search for the chkdsk and found it and ran it, but it didn't help at all. I keep getting to a certain point of the installation and always get this error message. Any solutions?
