The first things you should ask yourself is "why you need this file?" and "what is this file?".
If you know why you need it and what its for you should include this information in your post for someone else who finds your thread. And if by some chance your mistaken it will give someone an oportunity to tell you what its really for and why your reciving an error that makes you think you need the file.
