msgina.dll failed to load + more

Specs: Windows XP, 4 GB
So first i start my PC today and it seems slow. It is blocking once in a while for less then a second. I try to start the scan disk and it just says : " Windows was unable to complete the disk check" . Then i try to start in in safe mode .. i was not able to do it it blocked. Then when i started it normally it says " The logon user interface. DLL msgina.dll failed to load." I started my PC with windows on drive D and put the file in C:/Windows/system32 i managed to start my PC but not i don`t have internet. I am in total shock. It show error in C:\windows\Network diagnostic\xpnetdiag.exe. Please help as i need the PC for my work and i don`t know what to do.

I suspect you are infected.

Google any error EXACTLY.
C:\windows\Network diagnostic\xpnetdiag.exe

I should start by saying that when i try to run diagnostic suddenly it show Network cable is unplugged ... And it is plugged for sure i did try with other cables as well. Anyway when i manage to make it show its connected to the net and click the next button on the " I turned to modem and/or router off and then on , and checked all the cables it gives me an error " This application has requested the Runtime to terminate it in an unusual way.
P.S. The modem shows cable is connected all the time so this " network cable is unplugged" error is quite strange.
