MS-DOS startup disk will not work

I have just brestored my computer back to factory settings and it does not boot up. I already had a MS-DOS startup disk and I inserted that and restarted the computer. What do I type to boot my computer. And another thing. I can't access my CMOS setup utility at the beginning of windows as an administrator so I can't change any settings in the BIOS settings. What can I do here? I can't even boot my computer. Please help! I eally don't want to send my computer down for a repai. By the way I've got Windows XP Home edition.
