MS-DOS startup disk will not work

I have just brestored my computer back to factory settings and it does not boot up. I already had a MS-DOS startup disk and I inserted that and restarted the computer. This is what I got

What am I supports to do here. What do I type to boot my computer. And another thing. I can't access my CMOS setup utility at the beginning of windows as an administrator so I can't change any settings in the BIOS settings. What can I do here? I can't even boot my computer. Please help! I eally don't want to send my computer down for a repai. By the way I've got Windows XP Home edition.

First some questions...

1. What kind of XP CD do you have? OEM XO? Restore CD?

2. Did you actually restored Windows back to the pre-installed state?
