MS Text to Speech not working in some program

Specs: Windows NT, Intel Core 2 Due / 2GB
I have the MS speech to text engine installed and it works in MS office programs and my e-mail program (Groupwise) but I can't get it to work in other programs. I have gone to the advanced settings tab in the control panel but the "Extend support of advanced text services to all programs" check box is grayed out. I am guessing if I could turn this on it would fix my problem. Any ideas why this is not available or what I need to do to activate it.

I am using a cheap wired microphone (non-powered) if that matters.

If there is no option for speech recognition in the "other programs," MS TTS engine won't world. The "other program" software has to be coded to work with TTS.

The problem was no admin rights on that account. When I logged in with Admin rights I was able to turn the feature on. Thanks anyway.
