MS Outlook won't send or receive me

Outlook won't send or receive emails unless i click on a message already in my inbox or a folder in outlook. (i'll send a message and it'll sit in my outbox till i click on a message or folder in outlook or i won't see my new messages in my inbox till i click on a message or folder)
anyone experienced this before or know how to fix it?
the options window i get looks like this one on page 2 of this .pdf file( http://www.hesa.com.au/assets/ol2000-HCL_0.2.pdf ). as you can see, there is no 'mail delivery' tab.
