MS Outlook won't send or receive me

Outlook won't send or receive emails unless i click on a message already in my inbox or a folder in outlook. (i'll send a message and it'll sit in my outbox till i click on a message or folder in outlook or i won't see my new messages in my inbox till i click on a message or folder)
anyone experienced this before or know how to fix it?
