I have the above machine that needed a SP1 upgrade to Microsoft .net framework. I tried to do the update but it kept failing without giving me a reason. Someone suggested I uninstall MS .net framework and then reboot and see if it tries to download the whole thing. Well since I have rebooted, the item still shows under add/remove programs. If I try to uninstall it it says this action is only valid for installed programs. Windows is still showing the update is required but of course the update fails because it says the base software is not installed. I have since found out the update was originally failing because the machine could not get to dna to resolve hostnames. Where can I get MS .net framework 1.1 so I can install it and then be able to do the update.

Go here and get the dot Net removal tool, this will get rid of all traces of dot Net. The download link is in the third paragraph down.

Get Microsoft NET Framework 1.1 from here...

.NET Framework 1.1 can be found here, but it might not install if .NET is half (un)installed.
Also note, this is the redistributable version, which means you download it all at once, and the installer won't download anything. It's from 2003 though, so expect patches when it finishes.
EDIT: Beaten to the punch again tonight. My timing must be off.

Wombat I followed your instructions and things worked perfectly as far as getting rid of the framework and then reinstalling it. I then went to windows updates and tried the framework sp1 install again. Same thing. It says;

any idea where I can look to see why?

I am a little confused by your initial post. Is the computer in question sunning SP2 or not? SP1 is no longer supported by MS. Look at the link below.

Installing Windows Genuine advantage May clear up the problems.
The message from MSoft indicates a number of issues. Lack of space, Problem: End User License Agreement (EULA) Not Accepted. This indicatess you did not accept the EULA required in order to download. Try diabling automatic updates, as this also appears to be an issue.
I think that if version 1.1 of Netframe is needed that a later version will not suffice. If that were the case MSoft would not offer all the versions for download.

bccamper, I have never come across this problem before in updating from Micro$oft, so I cannot help.
I have all three versions running on the Win XP box as there seems to be backwards compatibility with the .Net Framework...

I am running XP SP2 but the upgrade to Framework was saying SP1. Sorry for the confusion.
What is Framework used for? Do I even need it?

Okay here is the update that windows tells me I need;
Security update form Microsft ,NET Framework, Version 1.1 Service Pack 1 (KB928366)
Does this mean this a security update to Version 1.1 SP1, or is the update iself constitute version 1.1 SP1?
I tried to install and and it said it was installed succesffuly and that I required a reboot. I rebooted and then I got the automated update symbol telling me there are updates available for my computer. When I look it is the same update.

If your XP updater wants to keep going back and get the same updates over and over it may be a reg entry not getting updated.
Go to Start > Search > For File or Folders.
Select "Local Hard Drive C: under "Look in".
In the Search box type in: datastore.edb
Make sure to place checks next to Advanced Options.
Search system folders, Search hidden files and folders.
And Search Subfolders, then click on "Search Now".
When you find the "DataStore.edb" file, right-click on it and select "Rename" and rename it to: DataStore.old
Reboot your computer, then visit the Windows Update site.
