MS Explorer - Work offline?

This is a new phenomenon to me. Recently I have tried to access some web pages on my computer and it tells me that that page is not available offline. Then of course it tells me I need to connect. Then I look under file and it set itself to work offline. I uncheck the "work offline" box try another page and I'll be darned if the dang "work offline" is checked.

What is forcing it to turn itself on like that and how can I stop it? I can access the same sites on another computer on my network no problem. Any ideas?
