Try installing Malwarebytes and scan you computer for anything that is malicious. Sounds like you got a bad guy in there preventing you from getting on the Internet.

1: Post the Malwarebytes log please.

2: Run ESET & post the log please. This scan may take a very long while, so please be patient. Start it before going to work or bed.

You may have to download ESET from a good computer, put it on a thumb drive & run it from there.

Why Would I Ever Need an Online Virus Scanner?
I already have an antivirus program installed, isn't that enough?
http://www.squidoo.com/the-best-fre...
Once onto a machine, malware can disable antivirus programs, prevent antimalware programs from downloading updates, or prevent a user from running antivirus scans or installing new antivirus software or malware removal tools. At this point even though you are aware the computer is infected, removal is very difficult.
5: Why does the ESET Online Scanner run slowly on my computer?
If you have other antivirus, antispyware or anti-malware programs running on your computer, they may intercept the scan being performed by the ESET Online Scanner and hinder performance. You may wish to disable the real-time protection components of your other security software before running the ESET Online Scanner. Remember to turn them back on after you are finished.
17: How can I view the log file from ESET Online Scanner?
http://kb.eset.com/esetkb/index?pag...
http://www.eset.com/home/products/o...
The ESET Online Scanner saves a log file after running, which can be examined or sent in to ESET for further analysis. The path to the log file is "C:\Program Files\EsetOnlineScanner\log.txt". You can view this file by navigating to the directory and double-clicking on it in Windows Explorer, or by copying and pasting the path specification above (including the quotation marks) into the Start ? Run dialog box from the Start Menu on the desktop.

Did you install any new software programs, just before this started happening?
If so remove the most recent one nearest the problem start date, and then try opening Firefox again.

Also try, Firefox Safe Mode. That will rule out a lot of things that can cause this error.

How to Start Firefox Safe Mode WindowsXP:
Since it's not allowing a start at all? You need to start it by Holding Down the Shift Key before you start it.
It should then give you two options;
Start In Safe Mode and Reset Firefox. Try Safe Mode first if Firefox starts ok? Delete any extensions you have added recently. Then exist Safe Mode.

Existing Firefox Safe Mode:
At the top right of the Firefox window click the Red X button, then try starting Firefox again in Normal Mode (Rerun it from it's shortcut)

If it starts ok, the latest extension was the cause.
If it doesn't start, go for a Safe Mode start but this time click the Reset Firefox button. Then its asked you if your sure you want to Reset Firefox button.
It will then run a small Reset Firefox tool, then closes it. It will then run Firefox in Normal Mode for you.

If it still wont start after that it could be your Hardware Acceleration.

this is a laptop that is used by a technician here at work, he says that he had downloaded a manual for a particular equipment and after that that is when firefox and IE stopped working. says there was a message displayed, which he cant remember, while downloading and he just selected yes to continue.

i tried the safe mode option, it doesnt even go there, it just displays the error

A "manual" being downloaded wouldn't cause the conflicts i'm looking for.
Please continue with Johnw's #3 post using Eset, a virus seems the likely cause then.
