helow ppl...i downloaded some movies but they are not in their best quality. i want to make them better quality. is there such software that create better movie quality? many thanks in advance ppl.

No. If there crap to start with, crap they will always be.
Most movies downloaded of the Internet are in MPEG format. MPEG is a 'lossy' compression format. That means that some information taken out to make the files smaller. If they have been compressed to much or they have been recorded at a low resolution you cannot do anything about it. You cannot put back what isn't there.
And of course if you downloaded a pirate video what else can you expect.
