Move Hal.dll to Windows XP

Hello, Whenever I turn on my Windows XP Laptop, it says that my Hal.dll is corrupt or missing. I have a Hal.dll on the XP Desktop I am typing this on, but how am I supposed to transfer it to my XP laptop when XP doesn't load in the first place. Also, please note I do not know where my XP CD is. Is there some way I can load into some sort of DOS Command Prompt, and then copy my Hal.dll file that I could put on a floppy, then copy this hal.dll from the floppy to the system32 folder. If this is possible, can someone please tell me what commands I would have to do. Or is there some other way I can get this hal.dll over to my laptop.

have you tried booting up in safe mode? when booting up press f8 repeatedly and that should get you into safe mode...if that fails go to bootdisk.com and make a win98 boot disk, that will allow you to boot up in dos and i think there is a copy command in dos search for it that will allow you to copy the file in the desired directory
