I have a USB Microsoft Habu mouse connected to my laptop. The laptop is used in place of a desktop, so it only gets restarted once every couple of weeks. I first noticed this problem about a month ago. At the time, no hardware or software changes had been made that I remember. Performing a system restore doesn't help.
When I restart my computer, the USB mouse does not work. I can not move the cursor using this mouse (through the built in track pad does work). Additionally, the lights on the mouse do not light up as though it was not even getting power. If I unplug the mouse, and then reconnect it, Windows produces the " new USB device connected" noise, the mouse lights up, and it starts working again.
If, when the mouse IS working, I go into the Device Manger, find the "HID-compliant mouse" or the "Habu mouse" and disable/uninstall it, the mouse stops working, but the mouse's lights stay on. This is in contrast to the lights being off every time I restart my computer.
Any ideas?

Sounds like something is capturing the port used by the mouse, once the PC fully boots. I would try switching the port that the mouse is using, insuring that the port remains active and/or check Device Manager once the PC boots to see what the port is showing.
