Mouse Scrolling Screwed Up HELP!

i just set up my computer and when i scroll my mouse on webpages it sorta just skips done like 3 or 4 lines instead of scrolling (i hope you understand; it like jumps instear of scrolls) is there any way i can change this?

My wheel jumps page. Don't know what else to say. Wheel seems to have a jerk to it, and page jumps a little with each jerk. No smooth movement. Smoother movement comes with using scroll bar.

Start ----> Control Panel ---> Click on "Switch To Classic View" ---> Click on MOUSE
Choose the "Wheel" tab.
That is as close as you will get.

JC, Go into Internet Options>Advanced tab and under "Browsing" checkmark "Use smooth scrolling", click Apply/OK.
