I just installed a new Microsoft wireless optical mouse, As I begin to use the wheel to scroll a circle with up/down arrow appears and the page moves with mouse movement I can stop it by left clicking. How do I keep this from happening? It's annoying.

If you are pressing the scroll wheel down, try not doing that. Try turning the wheel without depressing it.
