I'm having a minor yet rather annoying issue with my optical, corded mouse (on PS/2); I can't scroll in any applications (eg: Office 2003, Firefox 3, even Windows itself), and there are no settings I can edit in the Mouse Properties or driver settings that fix the problem. At first I thought it was a hardware issue (it was only a AUD$10 mouse), but the strange thing is that I can click the wheel (as in, enable the mode where you can move the mouse up and down and let the page scroll with it) and it scrolls perfectly well in a 98 installation I have, so I'm pretty sure it's something to do with my XP installation. Thanks in advance.

(Also; the mouse is mouse only, so there's no software that could be interfering with its operation, and it isn't a big-name brand like Microsoft or Logitech so it'd be practically impossible to find a driver on the Net)

Yeah, that's the Mouse Properties dialog I was talking about (I use the Classic Control Panel so I had to check, lol); I don't even get a tab for mouse wheel anymore, despite the fact that I always used to.

If the mouse came with no software then chances are there may not be any. That keeps the costs down but as you have discovered limits usability.

I wouldn't give up just yet though. What is the brand of mouse?

Personally I discovered years ago that if you want the best mouse support buy MSoft products. I have tried other brands that came with software and still had problems.

My aversion extends to wireless mice/KBs too. IMO they are more trouble than they are worth.

If you don't have specific driver software for the mouse, you can change the drivers for the mouse in Device Manager to a manufacturer's wheel or scroll mouse model, and it will probably work fine - e.g. a Logitech or a Microsoft model.
(choose to install drivers from a list; click on the checkmark beside Show compatible hardware to remove the checkmark and show the list)

If your mouse is a "combo" model that can be used with either a PS/2 or a USB connection, it came with a simple adapter to convert the PS/2 connector on the cord to USB port use. If you use that to connect it to a USB port, the scroll feature MIGHT be detected automatically.
However, the wiring of a PS/2 (female) to USB (male) simple adapter varies - if you don't use the one that came with the "combo" mouse it may not work.

I have gotten genuine Logitech mice from local smaller places that build custom computers and have lots of computer related pieces for the bulk pack price - a mouse in a plastic bag - as little as $12 Canadian - which would be about the same in Aus dollars.
If Windows doesn't activate it's features automatically, the specific drivers can be downloaded from the Logitech site.

I still use several corded Microsoft serial / PS/2, and PS/2, ball mice, some made in the 80's.

Thanks for all of your help; I went to Device Manager and installed the "Microsoft PS/2 Mouse" driver, and I am once again a happy mouse wheel user.

Not that it really matters now, but the mouse was a ROCK Mouse 3D Optical PS2, and a quick Google search doesn't show any drivers, but really now it doesn't matter. Thanks again!
