Pc isn`t detecting a wired mouse and a wireless mouse thru usb. I`m stumped, is there a way to get into device manager w/o a mouse ?

What kind of wired mouse? If USB are you sure the USB ports are operational. Wireless may require driver installation.
You can maneuver most Windows screens with a Windows Keyboard. Start by tapping the key with the windows logo on it. Now use the up/ dn arrow keys to go to settings. Then use right arrow and then scroll to control panel, hit enter. By now you get the picture. pg up/dn sometimes work as does tab.

The keyboard RUN command line for device manager is devmgmt.msc
Once it is opened, use the tab key that OtheHill explained in the post above to navigate your way around it.

The first time you connect a corded mouse other than a PS/2 connected one, you may not be able to move the mouse cursor until the desktop has loaded and Windows recognizes the mouse type.
You can make do in that situation while booting by doing as Othe Hill suggests - the Tab key usually toggles which selection has highlights around it and is the "hot" selection, Enter usually selects it, and/or the cursor keys work to toggle to a choice in some situations.
If the mouse does not have a USB connector on it's cord, and you used a simple adapter to convert it to being used in a USB port, the mouse must be a "combo" type that is designed to be compatible with USB as well as the connector/port type on the end of the cord - if it isn't a "combo" type it won't work with a simple adapter because the necessary circuits are not there in the mouse. If it is a "combo" mouse the fact that it can be used with more than one port type is often stated on it's label, and it came with a simple adapter when it was new. A generic adapter that didn't come with the mouse may not work with a "combo" mouse - the wiring within the adapter varies.
