Mouse & Sound Skipping

I'm running a Dell Latitude notebook. When I play MP3's (legal), using WMP, WinAmp, or MusicMatch the MP3's eventually skip.
In addition, my mouse (Belkin 3 button, no scroll) and built-in touch pad (standard touch pad) also skip when in use. They are not being used simultaneously, yet both skip when used individually.
I have raised the priority of the sound players and this does nothing; I have disabled the touch pad and this has done nothing. I have upgraded the Belkin drivers; still nothing. I have defragged the hard drive, nothing.
