Monitor won't go to powersave!

This problem has been bothering me for a long time simply because i cannot solve it and whoever i asked cannot give me a solution. Perhaps you could!
I have a Viewsonic VG700 LCD monitor connect to my pc. When i shut down windows (XP home) SOMETIMES but not always the monitor will not go to the powersave mode (standby mode) and instead the small led on the screen remains green. I have tried clean formats (XP pro and XP home several times): NOTHING I have tried another monitor on my pc and the other monitor worked fine! So i tried my VG700 on another pc and WOW the monitor is FINE. The monitor goes to powersave as it should! I have tried changing the refresh rate: NOTHING So i guess there must be something that causes a problem. Something/somewhere in between my specific pc and specific monitor. DELL (the manufacturer of my pc has no idea and neither does Viewsonic. What drives me crazy here is that this problem does not occur all the time. Sometimes the monitor will go to powersave and sometimes it will not. Please help me! This is beyond my knowledge.

Check that your powersave settings in BIOS are disabled, if enabled they will conflict with Xps settings and cause confliction. I can't remember exactly what the BIOS settings are called offhand............ "PCMI" I think, make sure it's disabled.

Its not that. I have checked my BIOS and made changes to it in the PowerManagement section but with no result! Any other ideas?
