What is the refresh rate do and what should i set it to? I have some generic monitor and right now the refresh rate is at 60 and i can set it to 80.

refresh rate is the frequency at which the display's image is repainted or refreshed per second. The refresh rate is expressed in hertz so a refresh rate of 75 means the image is refreshed 75 times in a second.
An older refresh rate standard, developed by the Video Electronics Standards Association, was only 60 Hz. This refresh rate caused the display's image to flicker causing eye fatigue and headaches in users. A new standard set the refresh rate to 75 Hz. It is believed that 70 Hz or higher eliminates the flicker. When purchasing a monitor, look for a refresh rate of 75 to 85 Hz.

Refresh rate is a term that describes how often the image on your screen is refreshed. It is measured in Hertz. Usually the system sets it for you. A 72-Hz monitor can redraw the screen 72 times each second, reducing eyestrain and making the screen look more stable. Higher than 72Hz, and you will feel like your display is rock-solid.
You can set it up manually:
Control Panel->Appearance and Theme->Display->Setting tab->Advanced button->Adapter tab->List All Mode button->select the mode that fits your system and your eyes.
If you set it over the capability of the monitor, the monitor will start flickering. It's kind of painfull for your eyes.
