monitor problem

I am using an Envision EN-985e 19" monitor. I can see a faint outline on the right side of any windows that I open. It's also visible on the right side of images on web pages and as vertical lines on the left side of my screen. It's hard to describe, its like a faint blur to the right of a lot of things. I am running my monitor at 1280x1024 @ 85hz. Changing the monitor to 800x600 @ 60hz makes the problem a lot less noticeable, but I want to stay at my current resolution. I have already tried using the monitor features like degauss and moire reduce and searched on google for help but haven't found anything useful. Any suggestions for clearing up these faint lines?
