Monitor Image problem

Hello,
My Problem is I have 1 Win XP Media computer which is connected to two monitors (One Dell monitor and a Toshiba TV VGA PC input). There is cable out from the PC which goes to a VGA Video splitter, where one out put goes to the Dell monitor and the other to the Toshiba TV. On the TV ever so often (Few mins) the picture goes for a sec and then comes back. (there is no problem with it on the Dell monitor)
Why is this happening?
And how can I stop it happening?

The Toshiba TV has a diffence refresh rate than an Monitor.

Set Monitor to
640x480, or 800x600

do you mean the screen resolution on the computer to 640x480, or 800x600

I have done what i said in my last post and i am still having the same problem.
