Modem won't reconnect till reboot

My modem will not reconnect (error 619) to the internet unless I reboot my computer. I have reinstalled XP, removed and reinstalled the modem, moved the modem to another PCI slot (several times), reinstalled and updated modem drivers, reinstalled AT&T internet connection software, purchased and installed a new modem, and checked internet connection settings and still have this problem. Bring up the network connections window and right click on your Internet connection. Click on properties, in one of the tabs, there should be a reconnection box. Change it to the way you want it to reconnect.

Could you be a bit more specific please. There is no reconnection box under properties only General, Options, Security, Networking & Advanced. If you are thinking of the redialing options, that is not what is wanted here. If Maxxy's is anything like mine it will redial and reconnect like a charm, but won't actually log on. If you reboot everything works fine.
