Modem won't dial

whenever I try to dial up the internet it is just staying at "dialing xxx-xxxx..." and no sound comes from the modem meaning of course that the modem is not dialing...i've tried new drivers for this modem but was unsuccessful, I've even changed the modem to make sure it wasn't bad but the system will not accept the new modem, it just reboots...i've had it up to here...can anyone help?

Same prob last night. No spectrum squeeky sound. Doing this from memory, so sorry if its not quite right.
Goto internet options. Connection. There should be 3 tick boxes.- Always use this dial up connection, never use dial up connection ect
Tick the last one. i think it says Always use this connection.

Manually install the modem, so that it doesn't install the standard driver. Check the com port. Com port 2 usually works but some modems use com 4. In control panel go to modems and select modem properties and click on diagnostics to see if you can query the modem. If your driver is installed properly it will show up in diagnostics as working, if not, the diagnostics will just hang, or not show anything.
