modem won't dial up

I have a best data data voice , fax modem installed on system. I can get dial tone to come through modem when trying to use a regular phone to dial out.When I try to dial my internet connection it won't dial nor make sound. The device manager says it working properly, and have it checked to use. Its' the only thing that is on com3. Just wondering what the problem may be. It also tells me the best driver is installed and its' microsoft approved.

Check the phone line to the modem, make sure the telephone line is plugged into the proper input on the modem.

Check your settings in IE.Tools>Internet Options>Connections. See if you have "Never dial a connection" checked. IF so change to "Always dial my default"
