Modem: Error 797

I am working on a computer that pops up an 'error 797: Modem not found or busy' message everytime we try to connect it to a dialup connection. DSL connection works fine. I have scanned for virus/spyware and even uninstalled an installed a new modem, but get the same error. The modem queries fine, so I assume it is a DUN problem. System restore did not help either. Any ideas to repair this would be greatly appreciated.

Tried all of that, including installing a new modem. I'm sure it's a problem with the DUN in XP, so I'l attempt a repair install.
