Modem dials before tone

I'm trying to use PC anywhere, im having a problem with my modem. When i try to dial out, the modem just starts dialing without a tone. I just updated drivers and everything, im not sure whats wrong. In the control panel, i made sure that the box is checked that says "wait for tone before dialing". I've gone to device manager and uninstalled the modem and reinstalled it too...that didnt work either..Also when i try to dial, i hear an awkward hum noise come from the computer. This is a dell inpiration 2650. Does anyone know whats wrong...pls help. thanks
