missing taskbar and start button

I have lost my taskbar and start button on one of my user settings. I've clicked all around the screen every way I can, but it doesn't pop up.
Also, when I go into MY COMPUTER and doubleclick the start and taskbar it won't open.

Try using the System Restore to go back to a date when you had the Taskbar. %SystemRoot%\System32\restore\rstrui.exe is the location of the program, if you can get to it.
